National Technical Advisor for the
PCB Management and Disposal Demonstration Project”

Project Background

1.      In cooperation with the World Bank, a project titled “PCB Management and Disposal Demonstration Project” has been developed and got GEF approval on May, 2005. This project is considered as a first step for China to substantially address Persistent Organic Pollutants (POPs) under the framework of Stockholm Conventions on POPs. The key objective of this demonstration is to identify and demonstrate environmentally-sound and cost-effective policies, procedures and techniques for safely managing and disposing temporarily stored Polychlorinated biphenyls (PCBs) and associated PCBs-contaminated wastes (e.g., PCBs-contaminated soils and water) in China. The State Environmental Protection Administration of China (SEPA), through its Convention Implementation Office (CIO/SEPA), and the World Bank will be respectively the national implementing agency and the international implementing agency of this four-year demonstration project from early 2006 till the end of 2009. The project will be followed by a replication program throughout China.

2.      Zhejiang province was identified as the demonstration province for PCBs management and Shenyang in Liaoning province as the centre for final PCBs disposal. The objectives of the project will be achieved by performing activities grouped in six components: i) central and provincial institutional strengthening; ii) central and provincial policy framework establishment and improvement; iii) PCBs management demonstration in Zhejiang; iv) PCBs disposal in Shenyang; v) project monitoring and evaluation; and vi) replication program development.

3.      The project will be implemented in four annual programs. In order to guarantee the timely and high quality project implementation, a National Expert Group will be established. This group includes the Chief Technical Advisor (an international consultant), the National Technical Advisor, and 6 other technical/policy experts. This National Expert Group will, in general, be responsible for:

  1. Introduction of successful experience gained from this demonstration project to other countries;
  2. Assisting CIO in overall technical management and coordination of all project activities;
  3. Technical support to institutional strengthening, policy framework, PCB management and disposal, project monitoring and evaluation, and replication program development;
  4. Providing comments on project implementation progress at different stages;
  5. Revision and improvement of the training material developed by the Canadian project on Capacity Building on PCB Management; and
  6. Providing consultation on transformer decontamination activities.
  7. Technical support to SEPA/CIO and the Zhejiang PIU for the preparation of the second annual program.

4.      Responsibility for each of national team member is clearly defined in Annex to this TOR, and this TOR is for the assignment of NTA.

Objective

5.      The objective of this assignment are to:

  1. Conduct on-site supervision on the site cleanup and thermal desorption in Zhejiang, PCB transportation and PCB disposal in Shenyang;
  2. Assist CIO/SEPA in assessment on the effectiveness of implementation, and comments on improvement;
  3. Review reports by other 6 local individual experts;
  4. Assist CIO/SEPA in development of national replication program.

Scope of work

6.      The Project Appraisal Document, the Project Implementation Manual and the Annual programs are the basic document which this consultant assignment should be referred to. NTA will be responsible for the following tasks under the four groups in corresponding to the above four objectives:

A.         On-Site Supervision

B.   Effectiveness Assessment and Comments for Improvement

B.         Review reports from other local experts

C.         Development of national replication program

Qualifications of the consultant

7.      It is expected that the consultant would have:

a.       At least post-graduate qualifications and technical background of one or more of the following fields:

                           i.      chemical engineering and management, especially on PCB management;

                         ii.      environmental engineering;

                        iii.      environmental sciences;

b.      Knowledge of the typical life cycle of PCBs in China;

c.       Knowledge of national and international situation of PCBs production, consumption, stock, disposal/reduction, and policy and management;

d.      Extensive knowledge of the background and requirement of the Stockholm Convention on POPs;

e.       Experience in the international cooperative projects management;

f.        familiar with relative guidelines on project development, especially GEF and the Bank;

g.       Excellent in organization and coordination;

h.       Good written and spoken English.

Duration

8.      The proposed workload is about 185 days from July, 2007 to December 2009 in China.

Outputs

9.      NTA is required to submit the following output reports:

a.           Work plan for this assignment: the NTA (within one week after the effectiveness of the contract);

b.           13 mission reports for missions in Zhejiang and Liaoning;

c.           Three final annual reports and three review workshop minutes;

d.           Draft TORs for institutional/policy expert, electricity grid expert, treatment and disposal expert, standard expert;

e.           Comments on the technical reports from other national individual experts: institutional/policy expert, electricity grid expert, standard expert, monitoring expert, treatment and disposal expert and risk assessment experts;

f.             Draft project completion report;

g.   Comments on the replication program.
