Treatment and Disposal Expert for the

PCB Management and Disposal Demonstration Project”

Project Background

1.      In cooperation with the World Bank, a project titled “PCB Management and Disposal Demonstration Project” has been developed and got GEF approval on May, 2005. This project is considered as a first step for China to substantially address Persistent Organic Pollutants (POPs) under the framework of Stockholm Conventions on POPs. The key objective of this demonstration is to identify and demonstrate environmentally-sound and cost-effective policies, procedures and techniques for safely managing and disposing temporarily stored Polychlorinated biphenyls (PCBs) and associated PCBs-contaminated wastes (e.g., PCBs-contaminated soils and water) in China. The State Environmental Protection Administration of China (SEPA), through its Convention Implementation Office (CIO/SEPA), and the World Bank will be respectively the national implementing agency and the international implementing agency of this four-year demonstration project from early 2006 till the end of 2009. The project will be followed by a replication program throughout China.

2.      Zhejiang province was identified as the demonstration province for PCBs management and Shenyang in Liaoning province as the centre for final PCBs disposal. The objectives of the project will be achieved by performing activities grouped in six components: i) central and provincial institutional strengthening; ii) central and provincial policy framework establishment and improvement; iii) PCBs management demonstration in Zhejiang; iv) PCBs disposal in Shenyang; v) project monitoring and evaluation; and vi) replication program development.

3.      The project will be implemented in four annual programs. In order to guarantee the timely and high quality project implementation, a National Expert Group will be established. This group includes the Chief Technical Advisor (an international consultant), the National Technical Advisor, and 6 other technical/policy experts. This National Expert Group will, in general, be responsible for:

  1. Introduction of successful experience gained from this demonstration project to other provinces;
  2. Assisting CIO in overall technical management and coordination of all project activities;
  3. Technical support to institutional strengthening, policy framework, PCB management and disposal, project monitoring and evaluation, and replication program development;
  4. Providing comments on project implementation progress at different stages;
  5. Revision and improvement of the training material developed by the Canadian project on Capacity Building on PCB Management; and
  6. Providing consultation on transformer decontamination activities.
  7. Technical support to SEPA/CIO and the Zhejiang PIU for the preparation of the second annual program.

Objective

4.      This TOR is for the assignment of a Treatment and Disposal Expert (TDE), who is one of the six technical/policy experts needed for the Project. The objectives of this assignment are to:

  1. Provide technical support on PCBs waste incineration and final disposal to help SEPA on routine technical coordination on all PCB activities at the national level;
  2. Provide technical support to local PCBs waste treatment units, including on site training, workshop presentation and comments on PCB treatment and disposal reports etc.; 
  3. Introduce successful experiences gained from this demonstration project to other Chinese provinces

Scope of work

5.      The TDE will assist CIO to constitute, together with other international and national experts, a working team in charge of supervision and coordination of all technical components of the Project. The Project Appraisal Document, the Project Implementation Manual and the Annual programs are the basic document which this consultant assignment should be referred to. The TDE will report directly to the CIO. TDE’s scope of work under this TOR will include the following

a.       Assist the CIO in the preparation of TOR of PCB waste treatment technology related activities under China PCB Management and Disposal Demonstration Project.

b.      Provide comments on the reports related with the technical activities and review the related plan under China PCB Management and Disposal Demonstration Project to ensure their technical feasibility and most appropriate measures and actions taken. Relevant reports are listed below.

i)              National pollution control and environmental standards for PCB

ii)             National regulation for PCB management

iii)           Feasibility study on PCB transportation

iv)           Construction concept of the PCB waste storage facility in Shenyang

v)            The specification of the Waste characterization and analysis unit

vi)           Technical guidelines of PCB waste storage, transportation, incineration and final disposal.

vii)         Trial run proposals and environmental monitoring of the Rotary Kiln Incinerator in Shenyang

viii)        Draft Replication Program

c.       Provide on site training about PCB treatment and disposal to local waste treatment companies which will undertake PCB treatment activities ;

d.      Work with local waste treatment companies which will undertake PCB treatment activities to guarantee the quality and consistency of the reports and deliverables, and help them finalize reports before their dissemination to concerned parties;

e.       Prepare progress reports semiannually on technical activities as well as recommendation on improvement. These reports will be used by SEPA/CIO to prepare the progress reports required by the Bank

f.        Pay minimum 3 site duty travels in Zhejiang province, and minimum 7 site duty travels in Liaoning province, during the 4 years for project supervision purpose (detailed time, duration and responsibilities of each mission to be determined by CIO/SEPA before mission);

g.       Participate the meetings in the National Expert Group to provide comments and suggestions on project implementation issues

h.       Participate in the training activities/workshops under PCB Management and Disposal Demonstration Project as trainer or resource people. Give the comments on the training materials.

i.         Provide suggestion on the PCB treatment and disposal activities in the other Chinese provinces when necessary;

j.        Participate in meeting with GEF, the implementation agency and the executing institutions in order to assist SEPA during the presentation and discussion of project results.

Qualifications of the consultant

6.      It is expected that the consultant would have:

a.       Post-graduate or Senior Engineer qualifications and technical background of one or more of the following fields:

                           i.      Environmental engineering;

                          ii.      Chemical engineering;

b.      Extensive hazardous waste treatment and disposal experience;

c.       Knowledge of national and international PCBs treatment and disposal technology;

d.      Knowledge of PCBs contamination in China;

e.       Knowledge of the background and requirement of the Stockholm Convention on POPs;

f.        Experience in making presentation in international workshop;

g.       Good written and spoken English.

7.      The proposed workload is about 150 days from June 2007 to June 2010 in China.

9.      The outputs of this TOR include:

a.       Develop TDE Work plan for this assignment within one week after the effectiveness of the contract;

b.       Draft TORs of PCB treatment and disposal activities listed in each annual program;

c.       Comments on the PCB treatment and disposal related reports, including:

i.         National pollution control and environmental standards for PCB

ii.       National regulation for PCB management

iii.      Feasibility study on PCB transportation

iv.     Construction concept of the PCB waste storage facility in Shenyang

v.       The specification of the Waste characterization and analysis unit

vi.     Technical guidelines of PCB waste storage, transportation, incineration and final disposal.

vii.    Trial run proposals and environmental monitoring of the Rotary Kiln Incinerator in Shenyang

d. Six Semi-Annual reports on monitoring activities during project cycle;

e. 10 Mission reports;
